Funny and touching in equal measure

Jablonski (sturdy Robert Prosky) puts up his own money to catch two crooks. Bunts (a terrific Dennis Franz) accuses bad cop Garrity (a nicely hateful portrayal by Duke Stroud) of dumping vagrants in the Hill Street Precinct area. Belker (the excellent Bruce Weitz) gets in the middle of a feud between two jewelry merchant brothers. Washington (solid Taurean Blacque) gets released from the hospital.

It's a total hoot to see Belker posing as a rabbi. Moreover, Michael Lerner and Alex Henteloff are hilarious as the two sparring siblings. It's also nice to see Jablonski prove his mettle as an undercover cop. In addition, the plight of sweet confused homeless guy Toby (a touching turn by Jeffrey Alan Chandler) proves to be quite sad and poignant. Jack Andreozzi shines as the sublimely crude and lusty Sal the plumber, who makes for a great annoying foil for Bates (Betty Thomas in top form). Sid Haig has a neat small role as concerned local businessman Heath.

Hesitation

Several characters have to carefully weigh what is right here. Belker decides that he and Robin should do more than just live together. The jerk from Ray's new precinct dumps vagrants on the Hill, leaving Ray to doubt his abilities. Neal gets out of the hospital and isn't sure he wants to continue his relationship. Howard loves his dog and the woman who is involved in the puppy world. And Renko and Hill look out for a mentally challenged guy who has never had decent treatment before.
