What doesn't make sense to me is that Sam is already a hero. He's already adored and idolised by many. He already has respect from most people. He's fought alongside Captain America and the Avengers for a long time. There's already a high-ranking black hero in the US Military: War Machine.
So the reason he never wanted to pick up the shield is because...he's black?
That aside, it was generally a good episode. Not as much action, but it's ok to have some slower paced episodes to focus on families, flesh out the characters and set up the finale.
But his reason for not wanting to become Captain America was weak, given his status as a much-loved world hero.
In the comics, when Steve was deprived of the super-soldier serum and started to age quickly, he handled the mantle to Falcon, who accepted it. It felt natural given their relationship and it made sense.
I feel like the writers are just trying to shoehorn the race thing due to the current climate in the real world today. Instead of thinking about what actually makes sense for Falcon who has been a well respected hero, army vet and Government agent for years already.
