This isn't too bad. It has some huge implausibilities and plot holes but try to set those aside. It tries to be original but falls back on a few bad cliches.
Depp is adequate but he is never challenged. Walken phones in a crude, mean and menacing antagonist. The rest of the cast are full of fun quirks and pretty likeable and entertaining.
Interesting to see Marsha Mason as governor of California. Even more interesting to see Peter Strauss as California's first husband. I bet he only got scale for this.
