In a post-apocalyptic cement plant, Jean-Claude Van Damme tries to get sexy cyborg Deborah Richter to Atlanta because she has the cure to the plague in her memory. Filled with people kicking each other in the head with knives in their shoes, and a crucified Van Damme, most of the dialogue consists of people screaming wordlessly at each other.
Unlike a lot of movies in this genre, people don't dress in spotless leather, their hair is badly maintained -- even though it's largely set right by the sea shore. It's officially the last movie released by the Cannon Group, which had gone bankrupt two years earlier. Apparently Van Damme did an uncredited edit on the movie to remove scenes in which people explained what was going on.
