The Acma has registered a new Commercial Television Industry Code of Practice in a bid to adapt to the changing media landscape..
It has been submitted by Free TV, the industry group representing commercial free-to-air broadcasters.
A key difference in the new code is a move to less restrictive time zones, with the changes permitting PG programming all day and earlier M (mature) and MA15+ (mature audience) time zones.
The new code is the result of Acma.s Contemporary Community Safeguards inquiry (the CCSi) and the Australian Law Reform Commission.s Classification Review, which indicated that time zone restrictions on free-to-air television are becoming less relevant..
The changes aim to permit greater programming flexibility by broadcasters, and are accompanied by a range of targeted .special care. protections and tools to enable viewers (particularly parents) to manage their own and their children.s viewing experience..

The Australian Competition and Consumer Commission has cleared Foxtel.s proposed purchase of a 14.9% stake in Network Ten Holdings and Ten.s 24.99 per cent stake in Foxtel.s advertising agency Multi-Channel Network (McN).
The regulator also approved Ten.s two-year option to acquire 10 per cent of Presto TV, the streaming joint venture between Foxtel and Seven West Media.
While the Accc did not clear Ten.s agreement to have McN handle the broadcaster.s advertising sales, which started on September 1, it noted that arrangement is not subject to the merger provisions of the Competition and Consumer Act 2010.

Gather ’round, Doctor Who fans: today BBC Worldwide have released the first clip from the highly anticipated – and recently announced – The Tenth Planet DVD. The episode has been partly lost since the the 1970s, but has been restored in a newly animated episode, which features the Doctor’s historic first regeneration scene.
Chris Chapman, Lead Animator on this sequence, had this to say:
“We knew that we had to throw everything at this scene and in fact the whole story is historic, with the first appearance of the Cybermen, so we really worked very hard on it. It was a real pleasure. It has definitely made me a fan of Doctor Who.”

Life of Pi has taken the top prize at the Visual Effects Society Awards, tying with Brave and Game of Thrones with four awards in total.
Among its awards, Life of Pi was honored for Outstanding Visual Effects in a Visual Effects-Driven Feature Motion Picture, while director Ang Lee also received the Ves Visionary Award, presented by visual effects designer Dennis Muren. Actor Harrison Ford also presented veteran visual effects supervisor Richard Edlund with the Ves Lifetime Achievement Award.
Disney-Pixar's Brave scooped the animated film categories while HBO series Game of Thrones dominated the TV categories.
However, Australian effects company Fuel VFX lost out in both categories it was nominated in: Outstanding Visual Effects in a Visual Effects-Driven Feature Motion Picture and Outstanding Compositing in a Feature Motion Picture for its work on Prometheus (both categories won by Life of Pi).

I really don't put much stock in the International Animated Film Society's 2013 Annie Awards, which is why I didn't rush to report on their results on Saturday. One year Disney and Pixar boycott the event, feeling there was an unfair advantage paid to larger contributing sponsors, DreamWorks being the primary example. So with such a nasty stench over the event what good does it do to pay it much mind? That said, I'll be brief in mentioning Wreck-It Ralph topped Saturday night's winners with five awards, including Best Animated Picture. The awards have something like a 75% streak when it comes to helping predict the eventual Oscar winner for Best Animated Feature and as the days have gone on, it's looking more and more like Ralph will be this year's winner (see my predictions here). Australian Radio Network station 5Dn in Adelaide has been found to have breached the advertising standards code after being paid by Coles to air a new version of Status Quo’s Down Down.
The Australian Communications and Media Authority announced the breach today, the first one of new 2012 standards which state broadcasters must clearly identify when a paid advertisement is aired.
The breach involved the station playing of a three minute paid Coles commercial of the classic Status Quo song Down Down – performed by the band – with the lyrics altered to include “Down down, prices are down” used in the Coles campaign which uses the song.
The station played the song in the middle of a show and it was not explained it was a paid ad.
Coles hired the band to re-record the song, which was seen in the finale of MasterChef last year.

The.peer-voted accolade for the company's work on Ridley Scott.s Prometheus follows the near-collapse of the VFX house, which was saved in October 2012 when Animal Logic acquired its assets.

The Australian radio station behind the infamous Kate Middleton hospital prank call is officially under investigation. On Thursday, a week after the apparent suicide of Jacintha Saldanha, the Australian Communications and Media Authority opened a formal investigation into the broadcast by the station 2DayFM. I love the art of animation, and it's amazing to see how far things have come and advanced over the years. The industry is changing in terms of technology, but what it all really comes down to is telling good stories. There's been a lot of great animated movies this year, and many of them are up for several awards at the 40th Annual Annie Awards.
Some of the movies nomainated include Brave, Frankenweenie, Hotel Transylvania, ParaNorman, Rise of the Guardians, The Pirates! Band of Misfits, and Wreck-It Ralph. Out of those films my favorite is a toss up between Wreck-It Ralph and ParaNorman, those were two pretty incredible films. I think ParaNorman has the edge though.
Some of the other animated properties nominated are Batman: The Dark Knight Returns, Part 1, Disney Tron: Uprising, Justice League: Doom, Robot Chicken ‘DC Comics Special', South Park ‘Raising the Bar’, and several others.

Disney withdrew from the International Animated Film Society, Asifa-Hollywood back in 2010 and even before then it was hard to put much stock in the Annie Awards. Now it's just sort of a blip on the overall award season radar that manages headlines twice a year, once for their nominees and again for their winners, which this year will be announced on Saturday, February 2, 2013. That said, the org announced their 2013 nominees this morning and their Best Feature Film list was made up of eight nominees (a large list considering the lack of quality animated films I've seen this year) including Brave, Frankenweenie, Hotel Transylvania, ParaNorman, Rise of the Guardians, The Pirates! Band of Misfits, The Rabbi's Cat and Wreck-It Ralph. It is nice not to see something like The Lorax among that list, but I still think this was a year in which the field could have easily been limited to five nominees.

Content legislation can’t keep up with media convergence, the Australian Communications and Media Authority reveals in a new paper, Broken Concepts: The Australian communications legislative landscape.
The paper reports that the majority of the 55 legislative concepts analysed, that builds and controls media regulation, are broken or strained by digitisation and technology which are beyond the parameters of the legislation.
“The constructs for communications and media that worked 20 years ago no longer fit present day circumstances, let alone the next 20 years,” said Acma Chairman, Chris Chapman.
“As Australia’s converged regulator for broadcasting, telecommunications, radio communications and online content, the Acma deals on a daily basis with the rapidly changing communications and media environment,” Mr Chapman said. “Its current responsibilities cover 26 Acts and more than five hundred pieces of subordinate legislation. And yet the majority of the legislation the Acma administers was made before the internet was even in use in Australia.

An estimated 5.5 million Australians accessed an online video distribution site from home in December,.according to new research released by the Australian Communication and Media Authority. It marks a 7.8 per cent increase - a jump of 400,000 people - compared to March last year, as an increasing number of Australians turn to the internet to consume their screen content. The Nine Network has agreed to overhaul its complaint-handling systems after receiving a public dressing down by the communications regulator. The Seven Network has been reprimanded for airing an advert during children's programming that breached TV standards. The DVD documentary Who Peter has helped earn its director and writer, Chris Chapman, a Royal Television Award, the Andrea Wonfor trophy, for Best Newcomer. The 30 minute feature will form part of the Myths and Legends Box Set due to be released in the UK at the end of March. The judges described Chapman's potfilio of work for Dene Films, which included Who Peter, as breathtaking for the quality of skills on show.
