Just before Elizabeth is about to go to Cuba to attend the reopening of the embassy, she tries to lift the trade embargo on Cuba. She scurries to drum support and just when she thinks it's all set, a Senator cries out he will not support it because Cuba is harboring a woman who almost 40 years ago killed a policeman and after her trial, escaped to Cuba where she's been since. When Elizabeth goes to Cuba she tries to get the Cubans to turn her over but they refuse. Elizabeth goes to see the woman who says she was unfairly persecuted because she's black and member of a radical group. Henry and Allison come along and they take the opportunity to work out some issues.
