Paul Blackthorne has a short story arc on White Collar (2009) which has a similar premise to this series. He plays a killer who was hired by a former boss/mark of the main character Neal Caffrey and ends up missing several people and almost murdering Neal's friend Mozzie.
The episode title, "The Spy Who Loved Me", refers to a James Bond film, The Spy Who Loved Me (1977) starring Roger Moore. The author, whose novel was the source material for said film, Ian Fleming, was a spy during the Second World War.
A "Burn Notice" is essentially a letter issued by an intelligence agency stating that someone is an "unauthorized contractor". That is, the issuing country and countries friendly to the issuing country, are not to interact with the person in any shape or form. In fact, there was a show which centered around the premise of a Burn Notice (2007).
