Phineas: Ferb, I... Oh, that's right, he went to debate camp today.
Baljeet: Oh, oh! I will be Ferb! I have been practicing!
[goes into character as Ferb]
Isabella: That's pretty good, Baljeet.
Phineas: Wow, it's as if he's right in front of us.
Buford: Oh, oh! Say "where's Perry?" now. I've been practicing.
[goes down into platypus position]
Phineas: Okay. Where's Perry?

Really liked the ideas of both "Blackout" and "What'd I Miss", and not only were those good (though not among the most creative 'Phineas and Ferb' ever did) ideas matched in the execution they were exceeded. Both episodes are equally excellent in their own way, but because of the better Doofenschmirtz subplot and with more Perry "What'd I Miss" gets the slight edge as the better episode. Emphasis though on the word slight.
Animation is bright and colourful, with such vibrant colours that literally pop out at you and beautifully detailed backgrounds. The visuals in "Blackout", especially when things get more chaotic, have some nice imagination. The music is in the style that is not usually my style of choice when listening to music, but it is very catchy and pleasant to listen to. The theme song is irresistible with a melody that sticks in the head for days without being an earworm and with very quotable lyrics. Some nice visuals accompanying it too.
Writing is witty and is accessible for children and adults alike, nothing is simplistic here while still being easy to understand. The pace is lively, with nothing feeling too manic (even when things get wacky) and the formula still has freshness thanks to the imagination of what the boys get up to. Loved the different dynamic in the main plot of "What'd I Miss".
Phineas and Ferb are very appealing and plenty will find themselves in them if they are imaginative and constantly thinking of extraordinary things to do. Doofenschmirtz really shines in a suitably wacky way in "What'd I Miss" and Perry (loved his bigger role in that episode) for me is one of those "can't get enough of" characters, the chemistry between the two of them is both tense and funny. The voice acting is great.
Only the slightly uninspired and pretty predictable Doofenschmirtz subplot in "Blackout" disappoints a little.
In summary though, great. 9/10.
