The opening speech given by Kagame in which he says "Let the word go forth from this time and place to friend and foe alike that we have passed the torch to a new generation unwilling to permit the undoing of human rights and dignities. And let every corporation know, whether it wishes us well or ill, that we shall pay any price in order to assure the survival and success of liberty" is, with artistic license, a quote taken from United States President John F. Kennedy's inaugural address given on January 20, 1961 in Washington D.C., 51 years before Kagame was born.
References the saying, "a stitch in time saves nine", meaning that a small problem solved sooner will save time and work that would be needed to solve a bigger problem later, which is exactly what Kiera is trying to do in the past.
