The general population is maintained in a constant state of fear; fear of sickness, fear of epidemic if they were to use 'natural water'-meaning not provided by those corporations. A black market for water quickly established itself as the only way for many to survive, and a life in the shadow of the system exists. But it is a hard way of living and it's only a matter of time before the militias of the United Water Systems discover the double life of some people, fighting for free access to drinking water.
