I really love this episode. I think it's mainly because of The Council, which I just find so freaking funny. This is one of my all-time favorite episodes from this season.
In this episode, Jules finds out that Travis intends on proposing to Kirsten, which of course, she thinks is a huge mistake. So Jules starts spying on Travis. Meanwhile, the gang establishes The Council, which determine each other's punishments in attempt to stop taking each other for granted. But The Council enforces punishments too often, and they eventually stop using it.
