- New Year's Eve 2019. While Los Angeles celebrates, a fire breaks out in an East Hollywood apartment building killing several residents including a ten-year-old girl. When it’s determined to be arson, Detective Harry Bosch arrives on the scene but his partner, Detective Jerry Edgar, is noticeably absent.
- While Bosch, Honey and the others gather at separate New Year's Eve parties, arsonists strike an apartment complex and a young girl dies. Bosch and a struggling Edgar draw the case. Meanwhile, Honey reps a client accused of fraud. Irving finds his alliance with the new mayor is not as solid as he expected as he and wife Jun welcome their premature baby. New Years Eve 31 Dec 19. Maddie is at Honey Chandler's house party with her boyfriend Harry Bosch is with a date at a jazz club. The Hollywood Precinct cops are at Lt. Billets' house party, wondering where J.Edgar is, he's a home alone drinking heavily and smoking cigarettes. At an apartment building a young girl delivers fresh tamales to an apartment upstairs. A man gets out of a Mercedes SUV and throws a Molotov cocktail into a window.
Harry is dropping off his lady friend when he gets the arson call, he has to leave, she understands. He tries calling J.Edgar with no luck. Harry arrives at the fire scene, the apartment building. Two women are dead and young girl is missing. Harry barks orders to the other detectives to look for witnesses and camera video. Harry is called to a stairwell, the young tamale girl Sonia is dead in front of a fire escape door. Harry tries the door but it is locked, a code violation. Outside along the yellow tape a Hispanic woman grimaces and shares glances with a tattooed thug. Harry goes to the hospital to see the apartment manager but too late, the man had a stroke and died a short time earlier.
In the morning Maddie calls Harry from her boyfriend's place, she plans a dinner date with him and wishes him safe work on the fire case. At a hospital neo natal ward Irvine Irving and his wife Jun Park look down on their preemie baby struggling.
Harry picks up J.Edgar, upset his partner was drunk while on call and they missed interviewing the dead apartment manager. J.Edgar snaps back. At a school where the apartment residents are temporarily waiting, they learn people are reluctant to talk to cops. The area has drug dealers, one man approaches Harry and J.Edgar and mentions "Mayorista" as the local gang leader. They also learn the building had been purchased recently and the new apartment manager had been trying to clean up the drug activity. The two then meet with a gang squad cop at a burrito truck, he explains Mayorista is the local gang leader looking after things while her partner, the "shot caller" is in prison. They wonder if and why the gang would firebomb the apartment. The other cop explains all small businesses like the food truck are extorted to pay protection money to the gang.
The new Mayor has a curb side presser about the fire and promises the police will find out, she leaves abruptly before Chief Irving finishes his turn at the mic. He is puzzled and asks his former campaign manager why the cold shoulder?
Crate and Barrell find some video and see the SUV and three visible digits of the plate.
Lt. Billets meets with J.Edgar about his job performance, he is testy and defensive but says he has it under control, she smiles and lets him go.
In the evening at Harry's house he chats with Maddie, he explains his "everybody matters or no one matters" philosophy.
J.Edgar faces his FIB hearing on the Avril shooting 4 months earlier. The Board finds he did not follow procedure in not calling for backup and orders him to take tactical training at the Police College. On the actual shooting, J.Edgar is cleared. Outside an Internal Affairs cop chides him for getting off easy and warns him.
At the office Maddie meets another intern, a young man, he seems a bit jealous he wasn't invited to Chandler's party and admits he spent the night alone streaming.
Harry and J.Edgar go to the apt building owner's office. A woman confirms they bought the building and had tasked the manager with cleaning it up, she blames the tenants for the problems and the locked fire escape. Back in the office Crate and Barrel try to congratulate J.Edgar but he remains tense and short with them.
At home Chief Irving again wonders why the Mayor seems upset with him, worried he may be replaced, Jun tells him not to worry, but has to go to the hospital to leave him brood.
Harry has headphones and listens to the Apartment Manager's 311 calls about La Mayorista and her gang.
Chandler meets her new high profile client in jail. He has been arrested for a Ponzi scheme, she tells him he has to stay overnight in jail but has arranged a single cell for him. She hints that bail might be "under 2".
Bosch goes to the morgue and views the body of the deceased 13 year old Tamale Girl, Sonia; he looks off with resolve to find the persons responsible.
