Ultra-rich folks are the target of City Confidential' venom in this episode. These snobs even built a wall around their village, supposedly to keep out the traffic noise but more likely, as stated here, to isolate themselves from the average Tom, Dick and Harry. Narrator Paul Winfield labels it a "fortress" in here.
Thus, the writers go after the community leaders. I don't always agree with the writers of this show, but - if anything - they could have gone ever harder after a few people (like the police chief and the victim's wife). The chief's name was Darryl Gates, but it's not the same ex-police chief of Los Angeles.
In a nutshell, a stockbroker, Daniel Ocrant, commits suicide. Yet, further investigation - too long after the fact and after the police captain totally comprised the crime scene - revealed someone killed him. The killer has never been caught. (Shades of another famous Colorado case: the murder of Jon-Benet Ramsey.)
The program spends a lot of time explaining the attitudes of the people in the exclusive Greenwood Village area outside of Denver. This is where the death took place. The episode is filled with scenes of magnificent Denver scenery and amazing mansions in the Greenwood complex. It's a very interesting story filled with explosive politics, dynamic and strong personalities and interesting developments in the case which stretched for over 15 years. It must be a lot of torment to the victim's two kids who have tried to get justice in this case. It looks like a case which will never be solved.
