In New York like other states, bills are proposed by the state legislature, not the Governor. As such, a legislator would propose the crime bill, and it would go to committee and if passed then be voted upon in both the Assembly and Senate. If it passed both, then it would go to the Governor to be either vetoed or signed into law. The Governor like any other citizen could propose legislation, which would have to be filed by a legislator. Obviously he would have more pull in this area than an ordinary citizen, but the process as depicted here was not factual.
