Mike's successor as deputy mayor, Washington veteran Charlie Crawford, is late on his first day and finds hi s first job, settling a toll booth workers' strike, problematic as their spokesperson is a long-forgotten x of his who insists on closure, so Caitlin promises to coach him. The mayor misses Mike, so that's how he calls Charlie. The rest of the gang falls over each-other, desperate to get in the boss's good books, which in Paul's case is presumed hopeless, but Charlie proves easy.
