Frank believes the murderer is a serial-killer and will attack again. He kills a postwoman and a nurse, and leaves messages to taunt the police. Meanwhile, Frank notes that Jim is a promising candidate, but also stressed by his divorces that keeps the criminal in his head all the time. - The Millennium Group is screening a new candidate, Jim Horn, whom Frank teams up with to investigate the brutal murder of a meter maid. Jim shows promise, but he is also under much of the same stresses that Frank suffered from when he had his nervous breakdown, on top of which Jim's wife has left him and taken their son. Meanwhile, the killer strikes again, slaughtering a postal worker and a nurse, all the while leaving minute messages taunting the authorities.
