- Archer and Mayweather are captured by the Tandarans and placed in a Suliban internment camp.
- While investigating a mysterious surge of energy with the shuttle-pod, Archer and Travis are captured by the distrustful and hostile Tandarans and sent to a detention complex in a remote planet. The warden Colonel Grat explains the misunderstanding, explaining that they are in war against the Suliban terrorist organization The Cabal, and that the inmates are pacific Suliban relocated temporarily for their own safety. He claims that he has no authority to release the earthlings and they should be sent to the central magistrate office in Tandar Prime as a simple bureaucratic formality. However, Captain Archer discloses that the interns are held imprisoned due to prejudice against their race and resolves to interfere in the fate of the Suliban.—Claudio Carvalho, Rio de Janeiro, Brazil
- Captain Archer and Ensign Mayweather wake up in a Tandaran prison. They are soon met by Major Klev (David Kagen), who orders them both to the office of Colonel Grat (Dean Stockwell). Grat interrogates them in detail regarding their intrusion into Tandaran space, and says that they will have to appear before a magistrate in three days time on Tandar Prime. The prison contains Suliban prisoners as well. Grat explains that Enterprise shuttle entered the orbit around the 2nd moon of their planet, which is a military zone. Archer explains that Enterprise was merely curious about the energy readings coming from the 2nd moon and were investigating. Grat explains that the Tandarans are at war against the Cabal (The Suliban resistance movement, who is plotting with the visitors from the future to gain power in their solar system).
Grat also refuses to allow Archer to contact Enterprise, but does so himself and apprises them of the current situation. Upon hearing this, Commander Tucker advocates a rescue attempt, but Sub-Commander T'Pol prefers to avoid provoking the Tandarans further (and says that humans should learn to follow laws of other civilizations), and orders Enterprise to Tandar Prime where the hearing is to take place in 3 days.
Later, Archer meets a Suliban called Danik (Dennis Christopher), who tells him that they are in Detention Complex 26, an internment camp for Suliban imprisoned when the Cabal began attacking the Tandaran Sector eight years previously. All Suliban in Tandaran territories were rounded up and imprisoned. There are 89 in detention complex 26. Suliban don't have a Govt as their home-world became uninhabitable 300 yrs ago. So many Suliban relocated and some settled on Tandar Prime.
In his office, Grat questions Archer in detail about the events of episode "Broken Bow", and also demands information about the Temporal Cold War. Archer wonders why innocent Suliban are being held prisoner (To which Grat says that is Suliban are released, they will be recruited by the Cabal and turned against the Tandarans), but Grat warns that delaying could result in Archer missing the transport to Tandar Prime. Grat contacts the Enterprise to report that the hearing has unfortunately been "delayed", allowing Lieutenant Reed and Ensign Sato to triangulate his signal and locate the prison.
That night, a communicator is beamed to Archer and Mayweather's cell. Archer tells Tucker he wants to help the Suliban escape, and Danik says his people can go to the Niburon Colonies, away from the Tandar Sector. The following morning Grat discovers the communicator and Archer is sent to isolation as punishment.
Aboard Enterprise, T'Pol uses torpedoes to ward off the Tandaran defense-ships before clearing Tucker to launch in a shuttle-pod. Mayweather distracts Klev, allowing a Suliban-disguised Reed (Who was transported down to the internment camp) to activate charges and initiate the escape. As they flee, Grat argues that the Suliban will all go to join the Cabal, but Archer says that he doesn't know the Suliban very well, despite having been in charge for a long time.
