The bimbo isn't a hero; but Bimbo is.

There is a drought affecting the entire area. Big Tim is worried because he has a thirsty circus. People can go without water but animals can't. The sheriff offers the circus two barrels to help them move on. Things are bad and resident "genius" and accidental trouble maker Elmer Purdy gets an idea. If he uses the balloon to go up and "salt" the humid atmosphere, he can make it rain.

He manages to get the salts he needs from a pharmacy. Elmer and Corky go up and throw handfuls of salts into the air. The balloon drifts over the town reservoir and Elmer's salts pollute the reservoir and make the water useless. The townspeople are horrified, and they march on the circus with evil intent. They want to rip the people in the balloon limb from limb.

Corky is worried but suddenly Bimbo starts trumpeting. He is let loose and goes off running following a scent in the wind. He leads everyone to a hidden spring and natural underground reservoir. The circus and the town is saved. Bimbo is the hero.
