Santini's Millions aired in 1985 shortly after the popular movie Brewster's Millions with Richard Pryor was released. The granddaughter of the "deceased" in this episode is named Ms. Brewster, so the title of the episode - and the granddaughter - is quite obviously a playful take by the writers on the movie title.
Santini's complaint about the company overcharging the government for the items it sells is based on a controversy at the time. A Congressional audit of Defence spending revealed they were paying outrageous amounts of money, like $800 for hammers, $1200 for wrenches, and $2000 for coffeemakers.
