The movie was shot in eighteen days, and the movie's title is a reference to its budget.
Never completed due to lack of funds, the film existed only as a rough cut on VHS with burn-in timecode. Bootleg VHS copies of the unfinished work were spread across the US by the junk-punk band "BABYLAND" (members of which had lead roles in the film) while on tour in 1996. Any copies you see without the timecode burn have had a new 1.85:1 matte added after the fact by fanboys. Director William Lorton has commented that an official 30-minute version in after-the-fact 3D and with added CGI characters will be completed in time for its 25th anniversary in 2021, along with a documentary about the absurdly problem-plagued production.
