Back in the old days, before electric lights and automatic systems, they still had street lights, and someone had to make sure they were lit and burning at night. That's what a lamp lighter did, and that's what Oswald the Rabbit and his dachshund do in this cartoon.... with the opposition of a pair of cats who want the dark to do in as they please.
And that's the conflict in this story. Many of the gags take place in a general store, long a source of gag props for comics, whether you need a couple of herring, or a vibrator. It's a late Oswald cartoon, and the amazing thing about it is that he's actually a major character in it.
