Yes. Blade is based on a vampire hunter featured in Marvel Comics. He was created by Marv Wolfman and Gene Colan. Blade's first appearance was in The Tomb of Dracula #10 (July 1973) as a supporting character. The comic book Blade was adapted for the movie by American screenwriter David Goyer. The movie Blade was followed by two sequels, Blade II (2002) and Blade: Trinity (2004).
The name of the song is "Chinchin". The words come from a kindergarten song used by Japanese girls to embarrass one another, beginning "chinchin, burabura, souseiji!", "chinchin" being slang or childish term for "penis", "burabura" being a Japanese "gitaigo" (a sort of abstract onomatopoeia) term referring to something which is both hung from something else and moving, and "souseiji" being a transliteration of the word "sausage". Use your imagination.
The band is the Osaka group, "Bang Wa Cherry", its two members being Kuriyama Kyoko and Takahime Mesuko. The band's official web site is here (an 4:14-long mp3 of the song can be downloaded from there), and their MySpace page is here. Bang Wa Cherry is unsigned, has no albums available, and apparently no other songs (at least recorded ones) other than the performance of the above-mentioned song in Blade. They are, however, reported to occasionally do unpublicized club appearances in the Osaka area.

After so many run-ins with Blade, being maimed and burned, etc. Quinn finally faces off with Blade (likely being more brave than usual thinking Blade was still in a weakened state and also being unarmed) Quinn charges after Blade with a small knife but Blade pulls a small, retractable garrote wire from his vest and took Quinn's head off.
