There are two reasons why this might be wrong. One of them is that Julie could have been imagining it. Remember, she was stressed and at the end of the film she has a dream in the shower involving the fisherman attacking her, so this could be a dream as well. Another is that the fisherman put the body in the car at night when no one was outside, and when Julie ran into Helen's house, he took the body and crabs. Remember, he was stalking her, and we don't know how long Julie is inside Helen's house, during this time the fisherman could've removed it as long as he did it not so obviously. And when Julie, Helen and Barry go outside and the body has disappeared you see barely Anyone is one the street, same when Julie finds the body. Furthermore, he was a fisherman so he did know how to handle fish and crabs well. Lets say the fisherman parked his car blocking the trunk of Julie's car from the road. If someone was walking past they couldn't see what he was doing behind his car.

They're not two killers, there is only one. The killer used a hook to kill people and with his hand removed he replaced it with a hook, which is how he's seen at the end of the film in the shower and in "I Still Know What You Did Last Summer" and "I'll Always Know What You Did Last Summer"

Ben Willis (Muse Watson) is the only killer.

David Egan, brother of Missy Egan, gets into a car accident with his girlfriend Susie Willis - causing her fate. Susie's father, Ben Willis, blamed David for the death of his daughter. Ben eventually kills David Egan on the night of Julie, Helen, Barry and Ray's graduation and disposes of his body over the cliff side he was sat on (beginning credits). As Julie, Helen, Barry and Ray are driving - they hit Ben Willis, who was walking across the road after just killing David. Ben, however, doesn't die and returns to stalk and kill the teenagers.
