- The movie starts with Mandhaari (Anupam Kher), an old crippled man, telling a story of two friends to some kids. In the story, Rajeshwar Singh (Raaj Kumar), a rich landlord's son, and Veer Singh (Dilip Kumar), a poor farmer's son, become friends. They are naughty kids, calling each other as Raju and Veeru respectively. Baliram (Gulshan Grover) is the village Bahubali and has his eye on Raju's sister Palikanta (Rubina Khan). Veeru stops Raju from killing Baliram. In time Raju marries his wife (Malvika Tiwari). Chuniya (Amrish Puri) is Raju's brother-in-law who starts staying with them As the duo grow up, Raju decides to get his sister Palikanta's marriage arranged with Veeru. Neither his sister nor Veeru have any objections to the marriage.
However, as luck would have it, a girl's marriage is disrupted due to her in-laws demanding dowry. Veeru steps in to save the face of the girl and her parents by marrying her. While Raju is shocked by this development, his sister, who was secretly in love with Veeru, commits suicide. A devastated and distraught Raju now declares that Veeru is solely responsible for whatever happened and that the latter is now his mortal enemy.
With these new developments, the duo has their territories marked. They come to an uneasy and unwritten truce: no one will kill a living soul from the other's territory, but anybody entering the other person's territory will be doing so at their own peril. Raju goes abroad, and his 2 sons including Gajendra (Dalip Tahil) & Devan manage his estates in India with Chuni. Veeru becomes the elder of his village and has 2 sons of his own Vishal (Jackie Shroff) & Gagan (Mukesh Khanna). Vishal is married to Aarti (Deepti Naval). Vishal wants peace, but Gagan is hot headed and wants war with the Raju clan, who want to enslave the entire Veeru village.
Chuniya sees an opportunity to leech off the money of Rajeshwar by keeping the two sides at war. At a public auction, Gagan loses his cool and attacks Gajendra, when it is clear that Gajendra had bribed officials to tilt the auction in their favor. This escalates into a war. Vishal goes with a peace proposal to Raju's side, and overheads Chuniya plotting with Baliram to keep the embers of war going.. Chuniya has Veer's son Vishal (Jackie Shroff) killed, making the latter believe that Rajeshwar will stop at nothing to eliminate Veeru. Raju returns from abroad and is called for a peace meeting by local collector. But Chuniya and Baliram kill the collector and when Raju reaches there, he is implicated in the murder (he picks up the murder weapon). Raju believes that Veeru killed the collector to frame him. He is sentenced to 14 yrs in prison.
Over the years, the tension escalates. The clashes between the former friends become a headache for the Commissioner (Akash Khurana). Mandhari, who is now revealed to be a beggar and part of the story, happens to be one of the lucky few who do not have any fear of death from either side. Mandhari claims to the Commissioner that the day he finds out a solution to the problem, he will dance on one leg. The river between the 2 villages becomes the Defacto boundary between the 2 rival factions, where commissioner has deployed the army.
Here, Rajeshwar's granddaughter Radha (Manisha Koirala) (who studies in Delhi and has come to the village on vacation for the first time) and Veer's grandson Vasu (Vivek Mushran) (who had been sent away to Gurukul to keep him safe and learn weapons use in war. He has returned to the village after 14 yrs as well) meet each other. Vasu is forced to join the security force of his village, that is in constant combat against the forces of Gajendra. Gagan takes Vasu in the army uniform to infiltrate enemy territory. But Vasu escapes at night, to meet Radha and ends up being shot in the hand. He reaches Raju's Haveli and ends up meeting Radha in the outhouse.
Radha and Vasu are unaware of the enmity and fall in love. Meanwhile, Chuniya has completely infiltrated Rajeshwar's bastion. He starts making murky deals with shady parties who are interested in acquiring the whole region. Raju is being released from prison, as his sentence has been served. Mandhari takes a peace proposal to Raju, which he rejects. Veeru also yells at Mandhari for trying to talk peace with Raju. Mandhari vows to himself to bring peace to the region. Radha's brother Kunal (Abhinav Chaturvedi), falls in love with Amla, a girl from Veeru's territory. Kunal and Amla marry in secret. Chuniya finds out about this. Chuniya decides to stoke the fires once again, which he does by abducting, sexually assaulting and killing Amla (Pallavi Joshi) from Veeru's territory.
When the matter comes to light, Veeru and Raju's forces come face to face, but Raju refuses to accept that Kunal was capable of marrying and then killing a girl from the enemy camp. Raju refuses to accept the kid that was left behind by Amla as Kunal's. Veeru vows that he not allow any wedding to take place or kid to be born in Raju's territory in retaliation.
When Mandhari finds about Radha and Vasu, he happily completes his pledge to himself and reveals the truth to the lovers. Then, he reveals his plans to end the enmity, according to which Radha will infiltrate Veer's home (after leaving her house to go to the city, but she never reaches there) (Mandhari brings Radha to Veeru as his sister's daughter), while Vasu will infiltrate Rajeshwar's (he refuses to fight in Veeru's army and gets sent back to the Gurukul, but never reaches there) (Vasu gains Raju's trust by saving his son from a cheetah attack). Vasu eventually is invited to Raju's mansion, when he uses his wisdom to get justice for a woman worker, who was sexually assaulted by a quarry manager in Raju's mines.
When alone with Raju, Vasu says that he is from a neighboring village where Veeru and Raju are famous. He argues that while Raju did the right thing by getting the quarry manager to marry the girl he sexually assaulted, but by same logic, he should have asked Kunal to adopt his child, after Amla was killed. Raju says that Veeru was intent on humiliating the entire family, so that was not an option for him. Aarti, Vishal's widow, learns the true identity of Radha but keeps quiet. Radha gets close to Veeru and Vasu gets close to Raju.
Vasu sees Chuniya doing a deal with Michael Thapa, to sell the entire region to him for farming of drugs. Chuniya sees him spying. Chuniya talks to Raju to get his son Monty (Anand Balraj) married to Radha, but Raju slaps him for this proposal. Meanwhile Kunal returns from the city and meets Chuniya. He wants to adopt his son back. Chuniya sends Kunal to Veeru's where he meets Radha and wants his son back. Veeru sees this.
Chuniya's machination works, exposing the lovers. Radha and Vasu's pleas fall on deaf ears. Radha and Vasu get united at commissioner's Holi party. Veeru and Raju clans also get there. However, Chuniya's luck doesn't last long. The people with whom Chuniya had dealt with attack Rajeshwar, exposing Chuniya's real face (Baliram also reveals to Raju that Chuniya was the one who murdered the collector and framed Raju for it). A distraught Rajeshwar and a sympathetic Veer finally sort out their enmity of decades. Here, Chuniya grows desperate and has Radha and Vasu captured. The people from both sides unite to fight against Chuniya.
Gajendra and Gagan are fighting each other when Raju unites them. But then Chuniya picks a long range rifle and shoots them both. Soon, Radha and Vasu are saved, but they are unaware of the fact that their grandfathers have reconciled. Raju and Veeru kill Chuniya but get fatally wounded themselves. As the friends die in each other's arms, the final chapter on this friendship and enmity is closed. The story cuts to the present, revealing that Radha and Vasu got married and they formed a trust in the name of their grandparents, which is taking the care of the education of the children Mandhari is retelling the story too. Radha and Vasu inaugurate the school as Aarti looks on.
