I can't believe no one pointed this out. Doug McClure played Kyle X. Applegate, a fading Western star that's now the Mayor of a small town in California. Sound familiar? Not only that, but the opening credits featured a sign that pointed in one direction to Marlowe (the town where the show was set) and in the other to... Carmel! Of course, this was made in the 80s, when Clint Eastwood was making his worst movies as an actor, and losing his star appeal. No one expected him to become a highly respected director, so he was a reasonable butt for parody.
That said, this show was terrible. Your typical moralizing garbage that could have been made exactly the same way in the 1950s, similar to what you find on Disney Channel today, about how evil being a teenager and doing what a teenager does is. Also, it's a showcase for no-talents, featuring both McClure and Burt Reynolds, two living pieces of wood, with everybody else being just as bad.
I used to watch this as a pre-teenager and think Maureen Flannigan was sexy. I'd probably find her annoying today. Even back then, I realized the show was god-awful. Fortunately no reruns, and let things stay that way!
