Yes. To provide further information on the characters' backgrounds and of the Blues Brothers universe, a book called "Blues Brothers: Private" was released in 1980. It was written by Dan Aykroyd and Judith Belushi-Pisano (widow of John Belushi).

The book contains these following facts-

Jake was born "Jacob Papageorge" to Artesia Papageorge, a woman imprisoned for murdering her husband. She died in childbirth.

Elwood was abandoned at a newsstand when he was a baby. When he was brought to the orphanage, The Penguin named him after the police officer that found him: "Elwood Delaney".

As Jake and Elwood became good friends growing up in the orphanage, they took the name "Blues" and became blood brothers when they cut themselves with a guitar string and inserted each other's blood.

Was a prequel planned?

Yes. Following the movie's release, Dan Aykroyd was in the process of writing a script titled "Return of the Blues Brothers". It was meant to be a prequel that chronicled the origins of the the Blues Brothers, including the formation of the band. When John Belushi died in 1982, the idea was scrapped. Eventually, a sequel called "Blues Brothers 2000" was released in 1998.

It's a humorous quip, meaning he is going to attempt an evasive maneuver to get some distance between themselves and the pursuing law enforcement.
