Nearing the harbor of an unnamed European port, radioman Steve Kendall, sends a message requesting a port-pilot for the ship. Carlson, a crewman, pulls a gun and makes Steve send a mysterious message. Wilson, the ship's second-mate kills Carlson and takes over the ship, revealing himself as a secret agent of the country, and places Steve under arrest as an accomplice of Carlson. Steve jumps overboard, escapes, makes the shore and meets a mysterious girl, Nedra, who takes him to her room where she tells him she is Carlson's sister and a member of an organization plotting to overthrow the tyrant dictator of the country. She plans to help Steve get out of the country but when she reports to her superior, he, after she leaves, orders a henchman, Gair, to get rid of Steve. He overcomes Gair, and Nedro takes him to the café where she is a singer and introduces him to Tio, who turns out to be a man named Edwards who was Steve's football coach in the United States. More duplicity and many complications follow.
