He was President and Chief Executive Officer of Quebec City's Nordiques, and Governor of the NHL, he was one of the principal architects of the merger of the World Hockey Association with the National Hockey League and was responsible for the Nordiques' entry into the NHL.

Two of his greatest achievements were the acquisition of the Quebec Nordiques by a group of Quebeckers, and an international sports, culture and arts festival in Quebec City, Rendez-Vous '87, whose profits were donated to various charitable organizations. An influential governor of the National Hockey League, he is also deeply involved in the arts, recreation, economic development and humanitarian causes. This is a promotion within the Order.
